I believe it very well could have been intended as a better pouring spout or funnel since the wide mouth of the can makes filling a canteen a challenge

The markings appear to be Hungarian, but it is the same European style can used in Germany. It is quite dented and shows signs of wear. Perfect to take in the field. It needs a thorough cleaning.
