I would recommend scrubbing the inside with a wire brush until absolutely every surface was shiny aluminum and then clean it and maybe use a food grade sealer to line it

There is rust inside as well

One mitten is missing the cuff adjustment strap and buckle. The wool liner is a little loose. These might be a modified pair of motorcycle mittens. The liner and trim seem like they are field made.
